Build DPS weaves every equipped skill on cooldown and sums their damage-per-cooldown, the same model as the rotation simulator. Soul cost and Proficiency are what it takes to actually learn the loadout. Figures assume instant casts and skills fired the moment they come off cooldown, so the DPS is a ceiling — single-target, before buffs, weapon bonuses or critical hits.
