Each skill's DPS is its total damage divided by its cooldown at the chosen rank. Because cooldowns run independently, weaving skills — firing the next the instant one is spent — adds their DPS together, so the cast-priority order above is simply highest-DPS first. SP drain is the SP each skill costs per cooldown second, summed. Figures assume instant casts and skills fired the moment they come off cooldown, so the DPS is a ceiling; the game exposes no SP-regen rate, so whether the drain is sustainable depends on your own regen. Single-target, before buffs, weapon bonuses or critical hits.
